أن من أهم معايير التقدم في المجتمعات وتحضرها هو مدى إحترامها للقانون ... وهذا هو ما تعلمة الغرب والشرق وسبقونا فيه أشواطاً عديدة. لذلك يهدف ذا ليجالست إلى زيادة الوعي العام بالقانون وتطبيقه في الحياة اليومية. وترجع أهمية هذا القانون لقدرته علي تنظيم وتفعيل قدراتة الدولة ومواطنيها في الداخل وحمايتها من الخارج. من هذا المنظور يتجلي قصورونا في هذه الأمور النظامية لأنه كما تعلم ونعلم أن مجتمعاتنا تتدهور داخلياً وخارجياً وتتفاقم الثورات فيها والنزاعات كل يوم.
قد يرجع هذا لأسباب عدة داخلية وخارجية، لكن نختار منهم سبب واحد: القانون. فالمجتمع الذي يفتقد القانون فيه سيادته (لا يُطبق ولا يُفهم ولا يُدار بشكل منظم ممنهج) هو مجتمع ضعيف في ذاته وهزيل أمام المجتمعات الأخرى، هو مجتمع يُترك فيه الناس العاديين - البسطاء منهم والفقراء والجهلاء بالقانون - تحت رحمة الإنتهاكات التعسفية المحتملة من قبل السلطات ومن قبل الاغنياء والأقوياء وأصحاب النفوذ. في هذا المجتمع المُخترق القوة ليست للقانون ولا لسيادته بل القوة هي للنفوذ والسلطة، وهذه المجتمعات تهلك تدريجياً ويفتقد مواطنيها العيش في حياة سليمة ومتكافئة.
